BUCHAREST, Romania — U.S. Air Force Maj. Gen. Paul Schafer (right), Director for Strategy, Policy and Assessments, and Corneliu Dobritiou, Romanian Ministry of Defense State Secretary for Defense Policy, sign the Criminal Procedures Implementing Arrangement Nov. 4, 2008. This is the 18th Implementing Arrangement signed with Romania. The ceremony preceded the second meeting of the U.S.-Romania Joint Committee. The Joint Committee convenes every six months to oversee the implementation of the agreements governing U.S. Forces presence and activities in Romania.
